Audio playing notification pops up when there is no audio playing. |

Issue descriptionSteps to repro: 1. Navigate to a page that has an embedded video ad 2. Wait for the ad to start auto playing in muted mode 3. Notice that the audio icon shows up in the Android notification try saying that the page is playing audio. This is despite the video being muted by default, so no audio is actually playing. This regularly happens to me and its often confusing as to why the notification is there as its easy to ignore/miss the ad that triggered it. Anecdotally gamespot.com and huffingtonpost.com often have these types of ads.

Tested the issue on reported version #69.0.3452.0 on Pixel 2 Android 8.1.0, Samsung J7 Android 7.0.1 as per steps mentioned in comment #0. On Navigating to gamespot.com or huffingtonpost.com we dint get to see any embedded video ad. @zea: Could you please let us know the device details(Build Number, Andriod OS/Device name) you are seeing this issue. Also help us by providing sample url where you are facing this issue. Thanks!

This was on a Pixel 2 XL Android 8.1.0. Note that when you navigate to the page you need to scroll down and wait for the video ad to autostart. m.huffingtonpost.com was able to repro for me again today. I had to wait some time for the video ad to load (a microsoft ad) in this case.
