[Kevin] Unable to display any external monitors except 4k monitor with best resolution

Issue description

Google Chrome	68.0.3440.25 (Official Build) beta (32-bit)
Platform	10718.23.0 (Official Build) beta-channel kevin
Firmware Version	Google_Kevin.8785.264.0

What steps will reproduce the problem?
(1) Sign in to device
(2) Connect any external monitor with HDMI to Type C 
Monitor tried with ASUS 1080, Z27n 1080 & higher, 4k
Type C - HooToo adapter, Apple dongle, Dell Type C Hub
(3)Observe the display

What is the expected result?
Display should come up (any supported monitors should display)

What happens instead?
1. No display with any resolution on ASUS & Z27n
2. 4k displays only with Best resolution (no display with any other resolutions)

Soraka and Santa(Coral) with same version works fine.
