Re-image chromium-swarm vm118-m9

This bot appears to have file system issues. First, git checkout was unable to finish, then bot itself didn't come back after reboot (more context in  issue 851703 )

efoo@ I took vm160-m9 from go/claim-a-luci-bot as a replacement for this vm118-m9. Once this ticket is complete, I'll add vm118-m9 to list of Mac vms.

Summary: Re-image chromium-swarm vm118-m9 (was: Re-image vm118-m9)
Underlying ESX host has a bad SSD. 

vm18-m1, vm154-m4, and vm118-m9 are down due to this.

vm118-m9 redeployed as well as the other two vms that were on the bad host.
