afl_driver should be able to execute testcases with integer names

Issue description

See https://bugs.chromium.org/p/oss-fuzz/issues/detail?id=8908 for an issue this inability has caused.

Changing this shouldn't break anything in CF since we don't specify persistent executions when reproducing bugs.

Matt: is it OK to fix this by removing the deprecated call style (https://cs.chromium.org/chromium/src/third_party/libFuzzer/src/afl/afl_driver.cpp?q=afl_driver&sq=package:chromium&g=0&l=336)? 

IMO it has been deprecated for a while, and I'm pretty sure we (CF/OSS-Fuzz) don't need it.

May be worth thinking about the fact that the current call style wont execute test cases with names that begin with "-" though.
