Steps to reproduce the problem:
1. Make simple test html file.(attached file Test.html)
2. Open chrome dev tool and element check.(see attached mov test.mov)
3. did not properly rendering element.

What is the expected behavior?
i expected proper element check,

What went wrong?
 element checker does not properly select when i cursored <div>test20</div>

it works chrome66 but it doesn't work chrome67
