Issue descriptionApp Version: 69.0.3461.0 canary iOS Version: 10.3.3,iOS 11.4 Device: iPad Mini 2, iPad Air 2 Steps to reproduce: 1. Launch Safari or any other app. 2. Launch chrome in Multitasking mode. 3. Close all the tabs. 4. Swipe to incognito tab. Observed results: “Open a tab to browse the web privately” text goes out of screen Expected results: “Open a tab to browse the web privately” text should be center aligned. P1 for M70 as a rotation/size class change bug.

I can't reproduce it on simulator(iPad Air2, 11.3) and real device(iPad mini4, 11.4). I think it's already fixed.
