No Open Tabs message is not displayed on closing all tabs for second time

App Version: 69.0.3461.0 canary
iOS Version: 10.3.3,iOS 11.4
Device: iPad

Steps to reproduce:
  1.  Launch chrome. 
  2.  Close the tab.
  3.  Tap on + icon to the tab
  4.  Close the tab

Observed results: 
No Open tabs message is not displayed.

Expected results: 
No Open tabs message should be displayed.

Number of times you were able to reproduce: 5/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Chrome Mobile on Android: NA

Verified the issue on the build version 69.0.3497.33 beta tested on iPhone7+(iOS 11.4.1)
No Open tabs message is displayed and works as expected,looks good.
