Non-Regression: Mobile data is getting off before getting connected after initializing

Chrome Version: 69.0.3457.0/10784.0.0 dev channel Peppy,Kip,Celes
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings>> Connect dongle and observe

Actual: After Mobile data initializing, Mobile data is getting 'OFF' and then Mobile data is getting connected
Expected: After mobile data initializes, it should get connected

This is a Non-Regression issue seen from M62

Kip with cellular modem, does not have this issue.
I shall try with kip+ if this can be reproduced.

@kebalaji, Can you please attach device logs for this issue?

Hi Ben,
I could not replicate this issue using T-Mobile dongle I have for testing.

Looking at the logs in c#3, looks like USB emulation issue where first time it is failing to switch into modem mode. Can you please take a look?
