Issue descriptionFiling this issue from buganizer - b/109983783 What steps will reproduce the problem? 1. Upgraded to P yesterday. Since the upgrade, a prominent news website ndtv.com fails to open. What is the expected result? Was working well before the upgrade occurred yesterday What happens instead? The black loading line under the address bar keeps progressing and comes back to zero and goes on and on. Waited for 10 mins each time and tried loading this website several times since yesterday OS: Android 9.0 Android Devices: Pixel 2 XL This seems to be a non-regression issue as same behavior is seen since M60

I get a 403 when I try to access the logs. Network would be a good place to start to start looking - someone familiar should know better how to capture the appropriate logs.
