Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36 Steps to reproduce the problem: 1. Enable network throttling (with a profile that limits upload speed) 2. Open this sample page: http://jsfiddle.net/8uysb5mg/19/ 3. Drag a file over the gray box 4. Watch for progress events in the console What is the expected behavior? Progress events should fire while the file is uploading What went wrong? There is one progress event for 100% progress at the end of the upload, but progress events do not fire during the upload. Did this work before? The original repro has a bug: it hooks xhr.onprogress instead of xhr.upload.onprogress. Here is a version with the bug fixed: http://jsfiddle.net/arjfz8em/. Rather than get one progress event at the end, I get regular progress events, but the percentage is 0 every time. Without network throttling, the percentages increase as expected. Sending to Platform>DevTools>Network for triage.
