Pinned Tabs

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1.Pin a tab 
2. Open a similar tab
3. Pin it as well

What is the expected behavior?
Would like same type tabs to stack and drop a list of stacked pined tabs

What went wrong?
They do not stack

Did this work before? N/A

In general, it's an interesting feature idea. However, to me it goes counter to what pinned tabs are supposed be - special tabs with a privileged state that are *immediately* recoverable, without looking through a stack of tabs.

It would be fantastic if the original poster could describe what problem they are trying to solve with this/in what scenario this is useful
Pinned tabs are great and I use them a lot. The downside of using pinned tabs is the short real estate that is left for non pinned tabs. I use pinned tabs for having regulary used tabs opened all the time.. Those are Google Spreadsheets, Trello boards, invision mockups, .. it depends a lot on the project I am working on.. Some are persistent for months, others weeks or even full days. I understand the point made by groby regarding the main purpose and their privilege.. But making it flexible would increase, IMO, the power of it. In my case I would definitely cascade my 3 or 4 spreadsheets and trello cards and save lots of real estate for my daily work. They are still pins (nor bookmarks before you say that they are becoming ones) and they keep their power of fast access.. but now I can maybe drag and drop and decide which ones I want to leave accessible with one and two clicks.
Thanks for your feedback. We are constantly evaluating ways to make users more productive with the limited real estate in the tab strip.
