"Connecting..." indicator sometimes takes a while to show up

Issue description

Chrome Version: 67.0.3396.53 (minnie)

What steps will reproduce the problem?
(1) Go to the "Mobile Data" section in settings
(2) Click on an available tether network

What is the expected result?
Immediately see an indicator that the Chromebook is attempting to connect.

What happens instead?
The UI shows nothing for 5-10 seconds, and then shows "Connecting..." in the sub-heading under the device.

I'm thinking that maybe the UI is updated when we receive the CONNECT_TETHERING_RESPONSE?  I would propose updating the UI to show "Connecting..." in the click handler, before sending the CONNECT_TETHERING_REQUEST.

I've seen this before as well. Steven, we're waiting on networkingPrivate.onNetworkListChanged() here. Any reason why this would be laggy?
No reason. If it's laggy it is most likely somewhere lower level, but you should be able to check chrome://device-log to confirm.
