Swiping off the screen causes the floating candidate window to persist

Issue description

Chrome Version: 69.0.3461.0
OS: ChromeOS Eve

What steps will reproduce the problem?
(1) Swipe to bring up the "floating candidate window" (I don't know the proper name).
(2) Move finger downwards until it leaves the screen.

What is the expected result?
Floating window disappears.

What happens instead?
Floating window remains visible. And it acts like a real window that you can move around.
