When a frame cannot block vertical scrolling (due to feature-policy: vertical-scroll being disabled for its document) wheel events cannot be preventDefaulted though overwriting the dispatch results. If the wheel handlers for such frames are the only ones on the page, we should also handle scrolling at compositor side. This can be done by introducing two bit flags instead of one for wheel handler types on the page (i.e., passive vertical, non-passive horizontal).
