VoiceOver speaking live regions that aren't even changing?

Issue description

1. Open https://www.w3.org/TR/wai-aria-practices-1.1 in one tab. For some odd reason this page has several <pre> tags in ARIA live regions.

2. Open another browser tab, and press the [tab] key to tab between links.

VoiceOver keeps announcing things from the live regions from the background tab.
