Resize Cursor on the Top of the Mac Window Does Not Change to a Regular Cursor when moving within the Tabstrip

1) Turn on MacViews + Refresh
2) Resize the top of the window from the top. Note the resize cursor
3) Move down and move within the tab strip.

EXPECTED: The normal cursor returns in the tab strip
ACTUAL: The resize cursor continues to display.
