Lock icon should have button label for A11y

Lock icon needs to have an a11y button label so that it reads out "secure", or whatever the security status is.

On desktop, when we're showing only the lock icon it should have the "Secure" text as the accessibility label ( Issue 812034  was caught as part of our EV study rollout). Do we have reports that this isn't working?

I also have  Issue 812447  to do some refactoring around how these elements are labeled that would make this more robust/flexible.
