Fairly flaky on mac_chromium_rel_ng: https://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=telemetry_unittests&tests=telemetry.internal.actions.action_runner_unittest.ActionRunnerTest.testWaitForElement CL to disable is up at https://chromium-review.googlesource.com/c/catapult/+/1105776 but I can't TBR it, so have to wait for review.
