Scrolling with mouse not working.

Issue description

  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox: OK
    IE/Edge: OK

What steps will reproduce the problem?
1. Opening Chrome in any mode. Will not scroll. Sometimes 'blinks' when trying to scroll, but page never scrolls.

What is the expected result?
Page should scroll.

What happens instead of that?
Page does not scroll.

Please provide any additional information below. Attach a screenshot if
possible.
Changed mouse settings. Uninstalled and Reinstalled Chrome. Created new profile. Tried changing smooth scrolling setting. Scrolling works in both Firefox, IE and all other apps. 
Scrolling using arrow keys works.
Running Windows 10 Pro. 
Running: Google Chrome is up to date
Version 67.0.3396.87 (Official Build) (64-bit)

This has been an issue for a long time. Tried going to new Chrome to see if issue fixed, but was not. Have disabled all extensions but does not work. Tried incognito mode with same results. Does not matter what site I go to. This issue alone is why I am not using Chrome. As you may imagine, this is a deal-breaker as scrolling is the one thing you do on the internet...

 
I solved it, finally. I did a complete comparison of all software on several of my computers. I found that I had Internet Download Manager on the one that was causing problems. I uninstalled it and it started to function. If anyone has IDM installed and having issues with Chrome and scrolling, this may be your culprit...
