/sys/kernel/config/sdcardfs missing on grunt

When starting up the ARC++ container, it shows this error and fails:

libminijail[5010]: mount: /sys/kernel/config/sdcardfs -> /opt/google/containers/android/rootfs/root/config/sdcardfs: No such file or directory
libminijail[5010]: mount_one failed: No such file or directory

It looks like this was probably turned on in crrev.com/c/938665.  I confirmed that R69-10780.0.0 prior to that CL landing doesn't show this problem.

There is no /sys/kernel/config on this system.  It's running kernel 4.14.  Do we need something similar to crrev.com/c/961718 to turn it on?

The esdfs patchset is still under review of 4.14: .

I have added a revert crrev.com/r/1101617. Instead of relanding this change, I'll make this conditional so that we don't break kernels without esdfs in the future.
