Changes persist even when no workspace or override folder set up

Issue description
Chrome Version : 67.0.3396.79
OS Version: OS X 10.13.4

What steps will reproduce the problem?
1. Don't set up a folder for override or a workspace
2. Make a change to a rule in the Elements -> Style tab
3. Refresh. CSS changes have persisted. The "Changes" tab does not properly track the persisted changes.
What is the expected result?
CSS changes don't persist when there are no override folders set up
What happens instead of that?
CSS changes persist through refresh.
Please provide any additional information below. Attach a screenshot if
possible.
I have also noticed that when trying to select a folder for overrides, the confirmation pane does not come up and the JS console gives the error `Unable to add filesystem: <permission denied>`. Not sure if that is related or not.

Unable to reproduce the issue on mac 10.13.3 using chrome reported version #67.0.3396.87 and latest canary #69.0.3457.2. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Opened the dev tools. 2. Made a change to a rule in the Elements -> Style tab 3. Refreshed using cmd+R. 4. Observed that CSS changes did not persist. bstrine@ - Could you please check the issue on latest canary #69.0.3457.2 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.
