Hook up metrics observers when the network service is enabled.

Issue description

In particular, there is page_load_metrics::MetricsWebContentsObserver (Hooked up in ResourceDispatcherHost) and data_usage::DataUseAggregator hooked up through ChromeNetworkDelegate.  I'm hoping we can use the same hook for both these classes.

I'm not sure if MetricsWebContentsObserver should block canary - presumably we're going to want some functional metrics related to page loads.
