DeviceSyncClient::GetDebugInfo(): return DebugInfo, not DebugInfoPtr

This method incorrectly returns DebugInfoPtr instead of DebugInfo type.

Status: WontFix (was: Assigned)

This is probably good as-is, as dcheng@ said this is the preferred way to pass Mojo structs.
