vector-effect non-scaling-stroke does not prevent the scaling of the stroke of an SVG shape

Issue description

Chrome Version : 67.0.3396.87 (Official Build) (64-bit)

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: 11.1.1 (12605.2.8) OK
    Firefox: 60.0.2 OK
       Edge: Not Tested

What steps will reproduce the problem?
(1) Within a <g> element, create an svg shape element such as <rect> with a set stroke-width, and the property "vector-effect" "non-scaling-stroke".
(2) Set or adjust the transform scale value on the g element
(3) Observe that the stroke size does scale when it should not.


What is the expected result?
The stroke should remain at the size initially specified on the element rather than scaling with the transform.


What happens instead?
The stroke scales with the transform.


Please provide any additional information below. Attach a screenshot if
possible.
The linked URL is a jsfiddle that demonstrates the issue. This is a major bug that breaks SVG based webpages that utilize transforms.

 
Note, this has been tested and is OK in browsers tested at version 63.0.3239.132 (Official Build) (64-bit) and a version of Chrome 66 that has since been updated, so I don't have the full build number. The bug is introduced only in Chrome 67
