Kiosk app doesn't autoupdate when offline mode is enabled

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36 Steps to reproduce the problem: 1. make a kiosk app that autoboots into kiosk mode 2. make sure offline mode is enabled in the manifest 3. make sure the device is online anyway 4. publish a new version of the app 5. Notice that the app never updates even when online What is the expected behavior? We need to allow our app to run offline in case of network outage. However, when the app is online, we need it to check for updates and update if need be. What went wrong? The app never updates to the latest version even when online for days at a time. Did this work before? No Chrome version: 67.0.3396.87 Channel: stable OS Version: 67.0.3396.87 Flash Version: To summarize the issue, we have a kiosk app for chrome OS that auto boots into the kiosk app. The app is set to be able to run offline. When the app is online, it still never updates.
