Non-Regression : Arrow pointer is seen instead of Hand Pointer on hovering mouse pointer on video seekbar in Camera gallery

Chrome Version: 68.0.3440.25/10718.22.0 dev-channel Kip,Daisy and Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Open New Camera App -> record video(upto 10 seconds) and  videos will be saved in camera gallery 
(2)In camera gallery click on saved video to play  -> now video will start playing 
(3)Now hover mouse pointer on video seekbar and observe arrow pointer is seen instead of Hand pointer
(Please refer Video and Screenshot)

Expected: Hand pointer should be seen on hovering mouse pointer on video seekbar
Actual: Instead Arrow pointer is seen

This is Non-regression Issue seen from M-62

Status: WontFix (was: Assigned)
The pointer behavior should be the same as Chrome's video player's? Please confirm they behave the same; it's WAI. Thanks.
