Regression: Focus highlight on 'Remove' button is not seen when mouse-hovered.

Issue description

Chrome Version: 69.0.3457.2 (Official Build) Revision 9c525f32d5d7caf55004d2318ac334580d63a579-refs/branch-heads/3457@{#5} (64 Bit).
 	
OS: Mac(10.12.6, 10.13.5, 10.13.6).

Pre-Condition: Enable 'Use Views browser windows instead of Cocoa' and ‘Site settings’ flag from chrome://flags and relaunch the browser.
	       
What steps will reproduce the problem?
1. Launch chrome, open NTP and Sign-In to any google properties.
2. Save password for the same and navigate to chrome://settings/passwords page.
3. Click on Three Dot ‘More Action’ Icon and Mouse Hover on Remove option.
4. Observe.
 
Actual Result: Focus highlight on Remove button is not seen when mouse-hovered.

Expected Result: Focus highlight on Remove button should be seen when mouse-hovered.

This is a regression issue, broken in 'M-69', and below is the bisect provided using per-revision script.

Good Build:69.0.3447.0 (Revision: 563479)
Bad Build: 69.0.3448.0 (Revision: 563958)

You are probably looking for a change made after 563957 (known good), but no later than 563958 (first known bad).

Note: Issue is Mac OS specific and is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS).
