What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings/editDictionary
2. Now click on 'Add a new word' type anything and add several words
3. Now press 'Tab' key to bring focus on Close icon 'X' and continuously press 'Enter' key,observe
 
Actual: Grey focus highlight disappears after pressing 'Enter' key
Expected: Grey focus highlight shouldn't disappears after pressing 'Enter' key

This is regression issue, broken in ‘M 61’ and below is the bisect info :
Good build: 61.0.3131.0  (Revision: 479565).
Bad build: 61.0.3132.0 (Revision: 479900).

You are probably looking for a change made after 479856 (known good), but no later than 479875 (first known bad).

Note:
1.Unable to provide bisect using per-revision script,Hence providing bisect with old script.
2.This issue is also reproducible on M-67 Stable (build # 67.0.3396.87),M-68 Beta (build # 68.0.3440.25) and M-69 Canary (build # 69.0.3457.0).
3.Issue is not seen on Mac(10.12.6,10.13.1,10.13.6) and Linux (14.04 LTS)
