Go to the top of the page by pressing the LMB on the tab

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
Click the LMB on the tab

What is the expected behavior?
After clicking the LMB on the tab, scrolling should go to the top of the page (function of the Home key or Ctrl + ↑). After clicking the LMB again on the tab, we should return to the place where we moved to the top of the page. Like in Opera & Yandex Browser. It is very convenient and saves much time!
Do not need any buttons on the sites, allowing you to go to the top of the page. Like this one: http://jpegshare.net/de/c0/dec091f1fc045f5a00b08c0d9796b062.png.html

If the browser window is not active and click LMB on the tab, the function does not work (the browser window will become active first).

What went wrong?
Nothing happens!

Sorry, Ctrl + ↑ does not work in Chrome (only in Firefox).
