Issue descriptionChrome Version: 69.0.3457.2 (Official Build) (64-bit) (cohort: Stable) Revision: 9c525f32d5d7caf55004d2318ac334580d63a579-refs/branch-heads/3457@{#5} (32/64 Bit) OS: Win (7,8,8.1,10) What steps will reproduce the problem? (1)Launch chrome and install "pdf viewer" extension from https://chrome.google.com/webstore/detail/pdf-viewer/oemmndcbldboiebfnladdacbdfmadadm?hl=en (2)Navigate to http://www.thewebjockeys.com/TheWebJockeys/Fillable_PDF_Sample_from_TheWebJockeys_vC5.pdf (3)Click on tools > rotate counterclockwise and observe the content of page(font) Actual: Font of page doesn't appear properly after rotating the pdf file. Expected: Font of page should appear properly(same) even after rotating the pdf file. This is a Non-regression issue seen from 'M60' series i.e 60.0.3072.0 Note: 1.Issue not seen on Mac OS X(10.12.6,10.13.1,10.13.5,10.13.6) and Linux(14.04 LTS) OS 2.Issue is also seen on M67 Stable build #67.0.3396.87 and M68 Beta build #68.0.3440.25

This is almost certainly not an issue in the extensions system, and this is also PDF Viewer extension (rather than the built-in PDF reader). I'll take a stab at calling this Blink>Fonts, but please retriage appropriately. +Rob as well, in case this is something being done in the PDF Viewer extension itself.
