When caching disabled in developer toolbar the MP4 videos are still server from cache

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Add a simple HTML5 video to your website
2. Open up developer console and load the page
3. Video will show up on the Network -> Media tab at the first load
4. Hit CTRL+F5, the video will not show on the Network -> Media tab
5. Check "Disable cache" on Network tab and reload the page, video still not visible on the Media tab

What is the expected behavior?
When cache set to disable, I think it should be applied to all kind of resources. It makes site loading debugging really complicated when we have to deal with videos.

What went wrong?
Video does not show on the Network tab after it is cached.

Did this work before? No 

Chrome version: 67.0.3396.87  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

In private window, the video loads also on the first load and displayed on the network tab.

Unable to reproduce the issue on reported version 67.0.3396.87 using Windows 7 on Youtube.com.

@Reporter: Please provide sample URL/test file containing HTML5 video as mentioned in comment#0. Also please provide screenshot/screencast on reproducing the issue. This would help in further triaging.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on chrome reported version 67.0.3396.87 and on latest chrome 69.0.3466.0 using Mac 10.12.6, Ubuntu 14.04 and Windows-10. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
