Steps to reproduce the problem:
1. Open DevTools to the Elements tab.
2. Change over to Properties tab
3. Expand a few tree items so that content gets pushed below the "fold"
4. Attempt to scroll
5. Repeat steps for Event Listeners tab.
6. Repeat steps for Accessibility tab.

What is the expected behavior?
Should be able to scroll down to see lower content

What went wrong?
Can't scroll

Did this work before? Yes Not sure, but within the last week.

Chrome version: 69.0.3457.0  Channel: canary
OS Version: OS X 10.13.5
Flash Version: 30.0.0.113

Still a problem when opening canary with --disable-extensions enabled
