Alert message is not shown when user tries to copy paste files to write protected sdcard

Issue description

ChromeOS 10718.19.0, 68.0.3440.22 dev-channel eve

What steps will reproduce the problem?
(1) Insert a write protected SD Card and open Files app
(2) Copy few files from Downloads folder using Ctrl+C
(3) Open SD Card drive and try to paste the files using Ctrl+V

What is the expected result?
Alert message saying SD Card is write protected should be displayed.

What happens instead?
Nothing happens. Alert message is not displayed.

Whereas alert message saying 'Device is read-only' is displayed when user tries to drag and drop files to write protected sdcard. Similar message should be displayed when user tries to copy paste files as well.

Anand - this was reported as a failing manual test case in M68. Considering we have a manual test case for it, it should probably work :) I've done some work on capabilities lately so I can walk you through the code if you need :)

If it's a simple fix, hopefully we can merge back to M68.

Per  issue 276508  - Just to clarify, this is not a regression. We added the workflow for drag and drop, but I don't think we ever implemented one for copy/paste.
Looks like a Files.app UI issue. What should this look like?

Weifang - We need a UX/UI decision here, can you organize?
One option that was pointed out to me was to put a message in the progress centre at the bottom of the volumes list. Another is to have a disappearing lightweight pop-up, similar to Android's toasts. But I'm not aware of any other parts of the files app that does that, so maybe not the best approach from a consistency perspective.

Sorry this one dropped off my radar - Let me follow-up for M70.
Just chatted briefly with Weifang about this. There are other situations like this where we intentionally fail silently. For example if you try the same flow into a view the copy just doesn't happen. 

I think this case is different and we probably will want to give the user feedback on why nothing happened. My suggestion is that we count this one as WAI for now and make sure we cover this case in error handling (part of visual signals). 
I've been using the files app recently and noticed there's a modal dialog that appears in some cases. As a short-term measure, do you think it makes sense to show that instead of silently doing nothing?
