VR Browsing - Transition from voice input icon to showing permission infobar is unrefined/messy |

Issue descriptionChrome Version: 69.0.3455.2 OS: Android O Device: Pixel 2 What steps will reproduce the problem? (1) Without having granted Chrome voice input permissions yet, enter VR browsing, click on the Omnibox, then the voice input icon. What is the expected result? Smooth UI transition from clicking icon to showing the permission prompt infobar. What happens instead? See video. There's a shadow of the infobar appearing briefly below the infobar. (A nitpicky bug) Note, this doesn't occur on the infobars that appear when clicking on the security indicator icons in the Omnibox.

What's happening here is that the dialog is appearing instantly (no fade), but behind the omnibox. The omnibox fades away, revealing what's behind it. See image.

It's possible that the modal prompt refactoring removed opacity animation on the prompt. If we had that, there'd be a cross-fade of the two. However, it's also interesting that the omnibox is in front of the dialog - that doesn't seem right. I'll address these.
