[LayoutNG] testRunner.dumpAsText() doesn't handle text-transform well

fast/css/case-transform.html

renders correctly, but text dump does not take 'text-transform' into account.

document.body.innerText doesn't either.

Summary: [LayoutNG] testRunner.dumpAsText() doesn't handle text-transform well (was: [LayoutNG] innerText does not take 'text-transform' into account)
This is the issue in TextIterator, it doesn't emit characters at end when text-transform yields more characters, e.g. U+00DF eszett.

	upper(ß) = SS (should be SS)
