Currently, due to the limitation in telemetry where all page sets in a benchmark must have the same shared state, tough_pinch_zoom_cases cannot be included in rendering.mobile because it needs to use the desktop user agent (see 851499). For now, the smoothness.tough_pinch_zoom_cases benchmark will be kept so that this page set still has mobile device coverage. When it becomes possible to specify the shared state on a per-page level, tough_pinch_zoom_cases can be added to rendering.mobile.
