What steps will reproduce the problem?
(1) Launch chrome, navigate to chrome://apps page, right click on app and select 'Open fullscreen' option.
(2) Launch app and Observe at bottom side while loading app.

Actual: Footer of apps page is not seen properly while toggling app to fullscreen mode.

Expected: Footer of apps page should seen properly while toggling app to fullscreen mode.

This is a regression issue, broken in 'M69' below is bisect info:

Good Build:69.0.3447.0 (Revision: 563479)
Bad Build: 69.0.3448.0 (Revision: 563958)
You are probably looking for a change made after 563957 (known good), but no later than 563958 (first known bad).

Note: Issue is Mac Touch-bar specific and is not reproducible on Windows(7,8,8.1,10) and Linux(14.04 LTS).
