Issue descriptionChrome Version: 68.0.3440.25 (Official Build) Revision 2ae8d1b3e748e1d64948045b2e1fb269a4098373-refs/branch-heads/3440@{#328}(32/64 Bit) OS: Mac(10.12.6,10.13.1,10.13.5,10.13.6), Windows(7,8,8.1,10) and Linux(14.04) OS Pre-condition : Set a passphrase for Chrome Sign in account. What steps will reproduce the problem? (1) Launch chrome and Sign in to chrome with the chrome account that has a sync passphrase associated with it. (2) Observe that 'You have signed in and turned on Sync' overlay appears. (3) Click on Settings link on the overlay to navigate to chrome://settings/syncSetup. (4) Without entering anything in the Passphrase text field click on the back arrow button besides 'Advanced sync settings' and observe. Actual : An improper toast message, 'Settings saved.Sync started', is displayed even when the passphrase is not entered and the sync has not started. Expected: Toast message 'Settings saved.Sync started' should be displayed after valid passphrase is entered and sync is turned on. This is a Non-regression issue, seen from M-67 build #67.0.3367.0.
