What steps will reproduce the problem?
(1)Recover build -> In OOBE screen click on "Let's go" > In 'Connect to Network' screen Connect to any Wi-Fi network 
(2)Now in EULA screen press 'Tab' button until focus reaches to 'Uber Tray'
(3)Now  again press 'Shift + Tab' key to move focus reverse and observe focus vanished and again on 'Shift + Tab' focus is on 'Uber Tray'
(Please refer Video) 

Expected: On pressing 'Shift + Tab' key focus should be on 'Shut down' option
Actual: Instead on pressing 'Shift + Tab' key focus vanishes and again on 'Shift + Tab' focus is on 'Uber Tray'

This is Regression Issue as same is working fine in M-64

Note : Issue is also seen on M-65,M-66,M-67 and also on M-69
