Regression: Unwanted glimpse of wallpaper or background pages is seen while rotating the display of play store window

Chrome Version:68.0.3440.23/10718.21.0 Beta channel Reks,Jerry
OS:Chrome OS ARC

What steps will reproduce the problem?
(1)Sign into user >> Open play store window
(2)Rotate the display and observe glimpse of wallpaper

Actual: Unwanted glimpse of wallpaper or background pages is seen while rotating the display of play store window
Expected: No such unwanted glimpse of wallpaper or background pages should be seen while rotating the display of play store window

This is a Regression issue as same is working fine in 63.0.3239.149/10032.88.0

Note: 
1.Issue is not seen in Linux,Windows,Other Non-ARC devices
2.Issue is seen in M-64,M-65,M-66,M-67 stable also.

It looks like that the animation orientation is started before Android has started rendering the content.
A simple way to fix this might be to render the black backdrop at least behind the window?

It's regress while ago, but I'm working on higher priority issues right now.

The wallpaper issue should be gone by now. It was due to the different regression where the backdrop wasn't created properly.
