Gamepad continues to vibrate when user quits Chrome on Mac

Issue description

Chrome Version: 69.0.3456.0, 68.0.3440.25
OS: Mac 10.13.3

What steps will reproduce the problem?
(1) Launch Chrome.
(2) Navigate to the URL - https://codepen.io/anon/pen/yKgYGz
(3) Click on any kind of continuous vibration button.
(4) Perform keyboard action Cmd+Q or from Menu click Chrome >> Quit Google Chrome.

What is the expected result?
Vibration of the game pad stops immediately.

What happens instead?
Vibration continues to happen for 2-3 seconds and then stops.

Note: 
1. If the user closes tab, vibration stops with in a second.
2. Issue doesn't seems to reproduce on Windows 10 and Linux.

I'm guessing this is an Xbox One gamepad based on the behavior. Could you update the bug with the specific gamepad model? (Pasting in the ID string from html5gamepad.com is sufficient)

Xbox One gamepads have a maximum vibration duration of about 3 seconds. We always send vibration commands with the max duration and then send a second packet to disable vibration once the effect is complete. It looks like we fail to send the second packet on shutdown.
It reproduces on both the models 'Sony CUH-ZCT1E' and 'XboxOne Wris ControllerC EN/XT/ZH/JA/KO' available in our inventory.
