Regression:Focus doesn't appear on cancel button after clicking on 'keep dangerous file' overlay.

Chrome Version: 68.0.3440.25 (Official Build) (64-bit) Revision	2ae8d1b3e748e1d64948045b2e1fb269a4098373-refs/branch-heads/3440@{#328} (32/64 Bit)
OS: Windows (7,8,8.1,10) & Linux (14.04 LTS)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://www.provos.org/tmp/content.exe
(2)Press Ctrl+J to open downloads > click 'keep dangerous file' button such that overlay appears.
(3)Crash the page manually via chrome://kill, click on reload button.
(4)Now click on 'keep dangerous file' overlay and observe.

Actual: Focus doesn't appear on cancel button after clicking on 'keep dangerous file' overlay(i.e after step 3 & 4)

Expected: Focus should appear on cancel button after clicking on 'keep dangerous file' overlay

This is a regression issue broken in 'M68' and below is the manual bisect info
Good Build: 67.0.3396.56 (Revision:550429)
Bad Build:  68.0.3397.0  (Revision:550857)

Note: Issue not seen on Mac OS X(10.12.6,10.13.1,10.13.6) i.e focus is seen on 'cancel' button after reloading the page.
