Non-Regression: 'No search results found' message is seen missing in Printers page - Guest mode

Chrome Version:68.0.3440.23/10718.21.0 Beta channel Kip,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build >> Login As Guest user
(2)Go to chrome://settings/cupsPrinters page
(3)Now at 'Search Printers' type abcd and observe for 'No search results found' message (Please refer Video)

Expected:'No search results found' message should be seen if there are no search Results
Actual: Instead No Message is seen

This is Non-Regression Issue seen from M-62

Note: Issue is not seen for Signed in user

Status: WontFix (was: Assigned)
"No search results found" can be seen in guest mode. 
Chrome: 70.0.3517.0

Thus close it. Feel free to reopen it if you can still see it.
