Can't connect to SSID with security during OOBE process

Steps to reproduce the problem:
1. Under OOBE, click network icon on lower right taskbar then select one SSID with security type to click "CONNECT"  

What is the expected behavior?
connect SSID successfully

What went wrong?
No any response while click "CONNECT"

verify pass on Project Epaulette with 69.0.3475.0 .
