chrome:// page crash the browser when "using slim navigation manager" is on

The latest Chrome Dev 69.0.3456.0.

Go to chrome://flags and enable "Using Slim Navigation Manager".

Restart Chrome, and it crashed.

Any chrome:// page will cause crash.

This didn't happen in the previous Chrome Dev.
