When DevTools is floating as a separate window, double click on the top-left icon does not close the window

Reported by szfjoz...@gmail.com, Jun 13 2018

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.87 Safari/537.36

Steps to reproduce the problem:
1. Float the DevTools window - 3point menu -> Undock into separate window.
2. Click on the window icon (top-left) -> nothing happens
3. Double click on the window icon -> the window does not close.

What is the expected behavior?
Clicking on the window icon must reveal the window menu - standard Windows behavior

Double clicking on the window icon must close the window, since the default menu point in the window menu is "Close"

What went wrong?
Can't reveal the window menu

Did this work before? Yes In Windows 7
