Show all bookmark folders by default if new Material Design is enabled

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64; rv:57.0) Gecko/20100101 Firefox/57.0 Steps to reproduce the problem: The new "Material Design in the rest of the browser's native UI" (chrome://flags/#secondary-ui-md) option (if set to "Default" or "Enabled") brings with it a new bookmarks popup which only shows the most recent 5 or so bookmark folders. What is the expected behavior? I add and maintain quite a few bookmarks. The new bookmarks popup window is pretty cumbersome to use as only the most recent 5 bookmark folders are shown by default. Showing all folders (as previous versions of Chrome used to do) requires an additional 2 clicks. What went wrong? Adding / updating a bookmark with CMD + d should not open a collapsed bookmarks popup only showing the most recent 5 directories to save the bookmark to. Instead, all folders should be shown, the "More" button is no longer required. Did this work before? Reporter@ Thanks for the issue. Able to reproduce this issue on Windows 10, Mac OS 10.13.5 and Ubuntu 14.04 on the reported version 67.0.3396.87 and the latest Canary 69.0.3457.0 as per the original comment. Can view only five folders in the drop down while trying to bookmark a page. This is a Non-Regression issue as this behavior is observed from M-64 - 64.0.3240.0 chrome builds from the introduction of #secondary-ui-md flags. Attached is the screen cast for reference. Hence marking this as Untriaged for further updates from Dev. Thanks..
