Launch settings app on the same display as of the shelf

Issue description

Google Chrome	68.0.3440.15 (Official Build) dev (64-bit)
Revision	97fda87c8faca0ed36579987237d552dd92d1fcd-refs/branch-heads/3440@{#179}
Platform	10718.13.0 (Official Build) dev-channel caroline-ndktranslation

What steps will reproduce the problem?
(1)Connect Chromebook to an external display in extended mode
(2)Click on a browser tab in Chromebook screen to put it in focus
(3)On the external display, click the right most user icon on the shelf to bring up the panel and then click the gear icon to start the settings app

What is the expected result?
The settings app launches in the external display, the same as the shelf that's clicked on to launch it.

What happens instead?
The settings app launches in the Chromebook primary display, where the active browser window is in.

This is inconsistent with launching the settings app from the launcher, which starts it in the same display as the launcher. It's also inconsistent with launching an shortcut, extension apps, ARC++ apps and Crostini apps.

Weidongg@ is it related to with the work you doing on persisting Launcher on external display?
Yes, I could repro this. It seems launching settings app has different code path with launching an app from launcher. I will investigate further to seek a solution.
