Wallpaper was blurred after overview mode was ended

Issue description

Chrome Version: 69.0.3452.0
Kevin

What steps will reproduce the problem?
(1) Open two windows. Enter overview mode, drag one and snap it into splitscreen.
(2) Close another window in the none-splitscreen side.
(3) Long press overview button to exit splitscreen.
(4) Tap the opened window in shelf to minimize it.

What is the expected result?
The wallpaper should not be blurred.

What happens instead?
Wallpaper was blurred in this case.

overview: Fix issue with blur not sometimes not working.

Issue happens when animation blur to start and no animation to end, or
vice versa. Slide animation skips when it thinks the animation is already
shown or not shown. For direct blur settings when there is no animation,
set the slide animation's state as well, so it has knowledge when blur
is set not using slide animation.
