[Horizontal Tab Switcher] Sometimes screenshot is not properly painted when tabs are restored by tapping on "Undo" button

Application Version (from "Chrome Settings > About Chrome"): 68.0.3440.23
Android Build Number (from "Android Settings > About Phone/Tablet"): NRD90M
Device: HTC 10 

Steps to reproduce: 
1.Enable #enable-horizontal-switcher 
2. Open few tabs and tap on tab switcher
3. Close tab by swiping away and tap on "Undo" to restore closed tab.

Observed behavior: 
Screenshot is not properly painted, sometimes half painted and sometimes its fully blank



Frequency: 100%
